RUNNING LANE: (all ages) Beginning 30ft from home plate extending past 1B, 3ft to right of 1B. Used for bunt and dropped third strike.

It is the Tennessee State Law that TYBA and any/all youth sports must comply with the Tennessee Code Annotated Section 68-55-503 relative to youth sports.

GENERAL RULES
These rules apply to all age groups.

Pitching Regulations:

• Pitcher may pitch a maximum of 6 innings a week. A week is defined as Monday through Sunday.

• Any infraction of the innings pitched rule will result in the forfeiture of that game and the suspension of the head coach for 2 games.

• In case of extra innings, the starting pitcher may pitch the 7th inning. Any pitch over 6 innings requires a 48 hour rest period.

• One legal pitch will constitute an inning pitched. Any pitch over 3 innings requires a 24 hour rest period.

• In all Kid – Pitch age divisions the starting pitcher is the only pitcher that can return to the mound in a game. In order to return to the mound, the pitcher must remain in the batting order.

* All pitching changes must be reported to the umpire.

Visual change will be legal. If the pitching change is not reported to the umpire and a new pitcher takes the mound out of the dugout and pitches a ball – The game will result in a forfeit.

Pitching Rules for Tournament Play

9/10 & 11/12 Baseball

1 – Day Tournament : 7 innings

2 – Day Tournament: 9 innings

3 – Day Tournament : 13 innings

No more than 6 innings in any 2 consecutive games.

13/18 Baseball

1 – Day Tournament : 7 innings

2 – Day Tournament: 9 innings

3 – Day Tournament : 14 innings

No more than 7 innings in any 2 consecutive games.

In case of extra innings, if the starting pitcher had pitched the whole game, 9-12 will be allowed to pitch the 7th inning. 13-18 they are allowed to pitch the 8th inning.

In all ages, if the starting pitcher is pulled and brought back in the same inning, he will be charged for 2 innings.

• Pitching Sheets must be signed by the opposing coach and plate umpire All pitching changes must be reported to the plate umpire. Failure to report a pitching change could result in the removal of that pitcher from the mound for the remainder of the game. He may remain in the game, but not in the pitcher position. He is considered an ineligible pitcher for that game.

LEAGUE PLAY ** If you are not going to have enough players to play a game and you as Head Coach know this in advance — A 24 HOUR NOTICE IS REQUIRED– Contact your League President and discuss your situation and there is a possiblity to reschedule your game.( Except Tournament Play ). If your team shows up to a game and you do not have enough players to play and the game time is called it will result in a Forfeit. If you know you are not going to have enough players to play the game and need to pick up a 1 player or 2 players you MUST pull players from a age division lower then your age group you are playing in — example : You coach 11 & 12 you must get players from 9 & 10 year old division — You CAN NOT get players from other teams in same age group or borrow players from the team you are playing – Nor can you pull players from the stands that is there watching the game, Nor can you pull from another community team. — That is not a legal game!! — FORFEIT is result of game !!

COACH – PITCH DIVISIONS consist of ( 10 ) players can play with ( 9 ) and take an out each time.

KID – PITCH & SOFTBALL DIVISIONS consist of ( 9 ) players can play with ( 8 )

A team must finish the game with the same number of players that they started the game with. Penalty will be forfeiture of the game.


• Injured Player: Applies to Kid – Pitch only. The purpose of the injured player rule is for the safety of the players. If the umpire deems a player is in need of immediate medical attention, he shall call dead ball and position base runners. In the case of minor injury (scratch or nick) time will be called at the end of the play and the coach my then assist his players. The decision of the umpire is final. This is a split second decision that must be made and the umpires must have the safety of the player as top priority. PLEASE SUPPORT THEIR DECISION. If a team has 11 or more players, has substituted all eligible players, and injury occurs rendering a player unable to play, the opposing coach will be notified by the umpire, umpire-in-chief, or tournament director. The opposing coach will designate a player that will re-enter the game replacing only the injured player. Line-up remains intact at time of injury until opposing coach designates player that will reenter the game. In League play the home plate umpire must deem the player unable to continue play. In Tournament play the EMT must deem the player unable to continue play.

Seven Run Rule: On the play the 7th run scores, all runs that score will be counted. Maximum is 10 runs per inning. Game will end when it is numerically impossible to tie or win.

Bunting: Bunting is allowed. Bunting foul on the 3rd strike will result in the batter being called out.

• On Deck Batter: Must be in on deck circle behind the batter at the plate.

Catcher: Must wear a helmet with a mask and throat protector permanently attached, chest protector, shin guards and a protective cup.

Conferencing: A defensive team is allowed 1 charged conference per inning. The second charged conference will result in the pitcher being removed from the mound for the remainder of the game, however, he can remain in the line –up and assume another defensive position. If at any time during warm up the coach crosses into the field of play this will count as a charged conference.

• Double Re-entry Rule: A starting player that was removed for a substitute may re-enter the game Once. However, this player must occupy the same batting position on the batting order that he originally occupied. He can play any defensive position on the field. They cannot be on the batting order at the same time. Exception: courtesy runner

• Courtesy Runner: 1 allowed per inning for either the pitcher or catcher. Must be the last player put out by the defensive team.

Extra Hitter: A EH may be used and may enter the game defensively at any time without notifying the umpire unless going into the pitching position.

Intentional Walk: Batter may be intentionally walked by notifying the plate umpire. No pitches are required.

Time Outs: Only the Head Coach can call time out during the game and/ or when approaching the umpire. This must be done prior to crossing the base line into the field of play and only after a dead ball situation. The inappropriate use of this rule could constitute ejection from the game. Also refer to conferencing rule.

Line-Up: Will consist of 9 players, however the EH can be used. In case of injury or illness a team will be allowed to finish with 8 players. When the sick or injured player becomes the batter, an out will be called. Exception: If it is the Opposing team that causes an injury to player, then the player is skipped in batting order.


SEVEN RUN RULE WILL BE IN EFFECT – MAX RUNS IN ONE INNING COULD BE 10 RUNS.


Courtesy Player: A player that may enter the game only in the case of an injured player. The courtesy player will not be required to be used a substitute until the injured player’s next turn at bat. At this point the courtesy player becomes a substitute or the injured player returns to the line-up. The head umpire will note a courtesy player. NOTE: This rule is written for the benefit of the players that do not get the opportunity to start a game. If a player is forced to be a substitute for a slightly injured player (blood rule, etc), they would be replaced in the line-up as soon as possible. This could render them ineligible for the balance of the game, other than returning for the injured player. This rule will allow the coaches to play them later, and allow more playing time.

Illegal Substitute: A player (offensive or defensive) that has entered the game without being reported to the head umpire.

“Overuse injuries are responsible for about half of those injuries in Middle School and High School Athletes.
Baseball injury prevention tips:
Warm up properly by stretching, running, and easy gradual throwing.
Rotate playing other positions besides pitcher.
Concentrate on age – appropriate pitching.
Adhere to pitch count guidelines.
Avoid pitching on multiple teams with overlapping seasons.
Don’t pitch with elbow or shoulder pain, If the pain persists, see a doctor.
Don’t play year – round. PITCHING REGULATIONS: Pitcher may pitch a maximum of 6 innings a week. A week is defined as Monday through Sunday.
Never use a radar gun.
Communicate regularly about how your arm is feeling and if there is pain.
Develop skills that are age – appropriate.
Emphasize control, accuracy and good mechanics.
Master the fastball first and the change – up second, before considering breaking pitches.
Speak with a sports medicine profession or athletic trainer if you have any concerns about baseball injuries or baseball injury preventions strategies.

COACHES: (Can play 10) An EH – Extra Hitter can be used in your Line – up. DH – Designated Hitter Cannot be used.

9/10 KID – PITCH BASEBALL LEAGUE RULES

Ages from 5-12 will have to use a BPF 1.15 bat.
This must be stamped in the medal, no stickers.
This was approved for the safety of all players.

REC LEAGUE TOURNAMENT PROTEST FEE IS $ 100.00

Age: Cannot be 11 years old before January 1st.

Time Limit: A Regulation game is 1 hour 30 minutes or 6 innings. Tournament Championship time limit is 1 hour 45 minutes or 6 innings

Base Paths: 65 feet. There will be a running lane beginning 30 feet from home plate extending past 1st base that will be 3 feet to the right of 1B.

Pitching Mound: 46 feet to the rubber from the back of home plate.

Cleats: No metal cleats allowed! Rubber cleats may be worn.

Infield Fly: No infield fly rule in effect.

Lead Off & Balk: There will be no leading off base and there will be no balk rule in effect.

Stealing Bases: Stealing bases will be allowed, but the runner must remain in contact with the base until the ball reaches the vicinity of home plate.

Dropped 3rd Strike: Batter is out. Runners may advance at their own risk.

NO CONTINOUS BATTING — IN ANY KID -PITCH BASEBALL DIVISIONS

Rec division: All league rules apply.

Open division: League rules with following exceptions: Player cannot be 11 years old before April 30th.

Leading off and stealing will be allowed.

Balk rule will be in effect.

Dropped 3rd strike will be in effect. RULE: The batter becomes a runner on the 3rd strike if the catcher fails to catch the ball before the ball touches the ground if ; there are fewer than 2 outs and 1st base is unoccupied or if there are 2 outs whether 1st base is occupied or not.

Any substitute must be reported to the home plate umpire who will then report to the official scorekeeper. The report of substitute must be made prior to the first pitch to the substitute. Batter will be declared out if not reported to home plate umpire before the first pitch.

* All pitching changes must be reported to the umpire.

Visual change will be legal. If the pitching change is not reported to the umpire and a new pitcher takes the mound out of the dugout and pitches a ball – The game will result in a forfeit.

LINE – UP: Games may be played with 8 players but the 9th batting spot will be considered an out each time at bat.

Pitching Rules for Tournament Play

Pitching Mound: 53 feet to the rubber from the back of home plate. Some fields cannot accommodate 75 foot bases, but mound will remain at 53 feet.

Cleats: No metal cleats allowed! Rubber cleats may be worn.

Infield Fly Rule: Is in effect.

15U KID-PITCH LEAGUE RULES

NO CONTINOUS BATTING — IN ANY KID -PITCH BASEBALL DIVISIONS

Age: Cannot be 16 before January 1st.

• Time Limit: 1 hour 45 minutes or 7 innings, whichever comes first.

• Base Paths: 90 feet. There will be a running lane beginning 30 feet from home plate extending past 1st base that will be 3 feet to the right of 1B.

Pitching Mound: 60 feet 6 in. to rubber from back of home plate.

Cleats: Metal cleats will be allowed. (13/18 age only)

Bats: All bats must be BB COR. Anything other than the BB COR will be deemed illegal for play. (13/18 only)

Pitching Regulations:
Pitcher may not pitch more than a total of 13 innings in a calendar week. Calendar week will be defined as Sunday to Saturday.
If starting pitcher has pitched all 7 innings, he may pitch the 8th.

15 U KID-PITCH “ OPEN” TOURNAMENT RULES

League rules apply with the following exceptions;

• Age: Cannot be 16 years old before April 30th.

Time Limit: 1 hour 30 minute or 7 innings. Championship is 1 hour 45 minutes or 7 innings.

Pitcher: Cannot pitch more than a total of 7 innings in 2 consecutive games. He will be allowed a total of 14 innings in a 3 day tournament.
A. If the starting pitcher returns to the mound in the same inning, he will be charged with 2 innings for that inning pitched.
Any infraction of the innings pitched rule will result in forfeiture of that game!

B. In case of extra innings, if the starting pitcher has pitched all 7 innings, he will be allowed to pitch the 8th.
